I haven't used one on 3ds or with Monster Hunter, but an Action Replay cart is probably what you're looking for.

If I'm right, unless things changed since I got my powersaver, you only use the game carts to use powersaver. For an old AR cart, I don't know. I kinda wondered myself, but then again I hacked my 3ds.
If you're wondering on that, head to r/3dshacks

Yep http://www.amazon.com/gp/aw/d/B005LUUWL6?pc_redir=1405358353&robot_redir=1
And people will upload Pokemon to Poke Bank, use AR to backup there save before the upload and then restore the backup and then pull the Pokemon down from the bank.
Amazon says there is one.
There's also a thing from the Codejunkies site about software updates to get around Nintendo patches.

Exactly this one (blue label, the ones with red/yellow/black label doesn't work on 3ds models). It is extremely rare nowadays and you're better off buying a DS to use some other kind. It works perfectly on my New 3DS but it doesn't fit my New 2DS XL.

That's the one I've got. But I i assume any DS one would be the same.
I use an [action replay] (http://www.amazon.com/Datel-Action-Replay-System-DS-Nintendo/dp/B005LUUWL6/ref=sr_1_2?ie=UTF8&qid=1404927169&sr=8-2&keywords=action+replay). It was a little trouble to track down the right version of the program to manage the cheats because their site is terrible, but I can give you that. Also you have to manually install the driver but it isn't as much trouble as it sounds and once you get the program installed it works perfectly. I've heard of R4 but I don't know anything about that.
