$36 for All of Year 1 + Forsaken
Might as well buy that and go from there. You will not miss out on any of the content past forsaken cause you will not be high enough level to obtain it or complete the encounters anyways.
Once you are confident yo enjoy the game by the Annual pass for $35. At most you are spending $5.

A hard copy might be your cheapest option - it's about £20 on Amazon if you just want Forsaken. It's £35 though the XBox store for the complete collection (that includes the annual pass). The shopping tab on google has a load of options too.
