Alright cool. Let's get the easy stuff out of the way first.

You'll need a receiver. New ones will take up more than half of your budget. Luckily, you can get a nice refurb for around $150.

Now, you don't need a receiver, but I think it's a great idea in case you ever need to add a center channel and subwoofer. If you think that this may never happen, you could save a bit and get an SMSL SA50 (which is on sale for a great price right now).

You'll want some speaker cable as well. Now, don't get scared. It's really easy. 100ft of it can be cut up however you want. You can just cut it and strip it and stick it into the amp and speakers. A knife is all you need, but you can get a wire stripper if you want.

Depending on which of those you get, it will work a bit different. With the receiver, you'll plug in via optical cable and control the volume with the remote for the receiver. With the SMSL amp, you'll plug in with a 3.5mm to RCA cable and control the volume with the TV remote, just leaving the SMSL on all the time (don't worry, they're extremely efficient when idle).

Now, the fun part. Speakers.

There are a few recommendations that I have for this price point of about $350 or so. These will be in order of best to worst for this application and in my opinion.

First, HSU HB-1 MK2. They are horn speakers, which makes them great for TV/movies. They're really dynamic, so explosions can be loud and other stuff won't be. Also, vocals are extremely clear on them, which is why I like them so much for TV/movies.

Next, Ascend Acoustics CBM-170. These have a soft dome tweeter which a lot of people like. This means that the top end will be, well, softer. A lot of people get fatigue from metal tweeters. The higher frequencies are tipped up a bit with this, so you'll get plenty of detail as well.

Finally, the Klipsch R-51M. If you've been to r/hometheater you may have noticed a lot of Klipsch. There's a reason for that. They're extremely dynamic, with really clear highs and fast punchy bass. These are last on the list, however, because they won't sound as good on that cheap amp. If you go with a cheap amp like that, these are not for you. The highs will be shrill and the bass will be lacking.

With that receiver, you could go with a 3.0 setup. However, you'd have to lower the price of your speakers to get three of them. If you want to do that, I'd recommend the Wavecrest HVL-1. Get them on sale here. That would be a great option, however, I think you'd be better off getting a pair of the HSUs and adding a center later when you have the budget.

How does this look?

That kit looks pretty good, though I haven't used it. From my own experience, I would recommend a couple of optional upgrades to be thrown in. First, a brass wire type soldering iron cleaner. The sponge on stations like these is fine, but it's much easier to clean with the brass type mid-project. There are cheaper versions available, but my experience is all with the Hakko. Second, I've never had luck with those wire cutters. I've had much more luck with strippers that give separate holes for each gauge. Here's a cheap one and here's the Hakko pair I have.

Like I said, these are optional as the kit comes with basic solutions for both of these tools, but maybe something to think about for the future.
