I'd recommend wearing winter boots and taking your shoes with you if you must wear a more formal dress shoe. If you can wear business casual, just get a good pair of boots, something like a burgundy Chippewa 1939 if it's more casual or Frye James lug if it's a little more business-oriented casual. If you need something more business focused for a suit, Allen Edmonds has some great options that pair well with suits; I'd hit their Shoe Bank discount site for seconds, older styles, etc. at a deal. A quality boot will keep your feet a little warmer and dry if you treat the boot to keep water off of it and clean the salt & moisturize regularly, but you'll still want to pair it with a decent sock like Smart Wool or Darn Tough. Take care of them & they'll last a long time, despite our crappy winters and salt. Whatever you do, don't do the rubber shoe cover things.
