Do yourself a favor and don't switch. As a vehicle lighting systems engineer, I can reassure you that there are no LED bulbs on the market that will work in your 2017 Highlander. As a matter of fact, I was on the design team for last generation RAV4's headlamps. Most, if not all, Toyota lamps are designed with an eye on performance and none of them need any "upgrades" to LED for good to great performance.

Your 2017 Highlander came with excellent H11 low-beam projectors which don't need any sort of "upgrade" to LEDs because the long and short of it is that all LEDs on the market today are downgrades. Why then, you ask, do people recommend LED kits all the time? It's because LEDs give the illusion of better lighting. LEDs are the modern day Houdini--they are masters of illusion and the name of the game is getting you to crack open your wallet nice n' wide.

The only upgrade you need for your Highlander's low-beams are a fresh set of H11 bulbs, preferably high-performance ones. The stock bulbs are long-life type bulbs, designed to get you through the warranty period without a bulb failure. Unfortunately, this means that the stock bulbs are designed to emit as little light as legally possible, leading people to the faulty conclusion that their headlamps suck and need an "upgrade" to LEDs.

You can see for yourself at the link below: high-performance halogen bulbs create a beam pattern almost 20 meters longer than long-life halogen bulbs. 20 meters is 65 feet. People like to talk about how their new brake pads stop like 5 feet sooner. What if I told you that new bulbs could help you stop 65 feet sooner? No brake pad can help you stop 65 feet sooner (as your traction is limited by tires, not brake pads). Oh, and by the way, did I mention that these high-performance H11 bulbs are cheaper than pretty much any LED bulb on the market? Better performance for less money, no way?

And in case there was still any lingering doubt about the performance of H11 LED bulbs over H11 halogen bulbs, please read this abstract:

Your best bet for high-performance H11s are these Philips XtremeVision units:

A close second would be these GE Megalights:
