I have both a PC and a PS4. Facts are facts like /u/Hello_Hurricane pointed out. The truth is that PC's have more graphics potential and the consoles are not nearly up to what a high end PC rig can handle. While the increase in performance is not always linear or can be cost prohibitive to some, it doesn't mean they don't exist just because you say so.
I've wrangled up some sources to educate you as you seem ignorant on the subject.

EDIT: I didn't even talk about the min system requirements for NMS, I can't believe it! The minimum GPU recommended is a GTX 480 which is one tier below the consoles coming in at 9th tier of gpu available on the market. Consoles barely meet the minimum system requirements for this game.

OK, well they're only shipping UPS Express to there, so it's going to be pricier than Newegg. Forget that!

So I ended up with these parts for 350
AMD Phenom II 1050t x6 stock 2.8ghz Gigabyte
870a-USB3 (USB 3 and SATA 3)
4x2GB DDR3 Geil memory 1600mhz 9-9-9-24
Custom CPU cooler
Rapter 500w PSU
Now I am looking at graphics card
I have this one in mind, but am not sure if its compatable, or the best option

Yes for now. mind you this GPU came out in feb of 2012. PC gaming is already 3 years ahead of this.

PC gaming is getting cheaper and cheaper to get into every year that passes. soon the next gen consoles will be old again.

mind you this is coming from someone who owns a PS3 and a PS4 for the exclusives. Next Gen consoles are already dated and cant handle 1080p and 60 fps. if you think that developers are going to magically find a way to reach that standard and stick to it you're wrong. The fact is that if they find a way to optimize the hardware even more they are going to use it to increase graphical fidelity not performance. 1gb of ddr5 is not enough to last 10 years. Hell there is a GPU coming out that has 12 gb ddr5 video memory. 12 times stronger than an Xbone already.

Ok so I'd go with a Radeon HD 7870. Here is one from Sapphire. This one is cheaper and its also a "GHZ" edition which is a basically a 7870 with a bit of a performance boost. Another option is this Gigabyte card which is just a basic 7870 but still a great card. Either one will be able to handle BioShock Infinite without a problem on max or at least high settings. I dont see it having a problem with GTA either.

One other thing to think about is the sellers. I would rather deal with Amazon if I got a dead card or something was wrong with it. I'm not saying your card will die, but there is always that chance with any computer component.

Consoles don't have 970s.

The Xbox One GPU has the highest clock speed of the consoles with ~840 MHz, while the 970 has a clock speed of ~1200 MHz.

The PS4 GPU has the most cores (at ~1150) while the 970 has ~1650 cores.

BOTH consoles tap into their 8 GB of system memory for VRAM, but the 970 provides 4 GB of video memory, exclusively for loading up sweet, sweet textures and parsing compute shader data and stuff.

So yeah, dropping the 970 doesn't really help you here.

Here's a $140 dollar variant of the PS4 graphics card except with a higher clock speed and built in VRAM.
