As I understand, to get the Glock to fire underwater you normally need to install marine (or maritime) spring cups. They are super cheap but allow it to cycle normally. I'm sure the ammo has to be somewhat specialized so as not to adversely affect the environment but otherwise the Glock excels here because it is so customziable.

They mentioned adding a heavy recoil spring, effectively turning it into a single shot(so they wouldn't lose cases), threaded barrel, and maybe a set of marine spring cups to reduce wear on the striker
Looks to me like the hardest part of the process is the suppressor.
