For most conditions 30 degrees and warmer, I will be ok with warmup/wind pants, a few thermal layers on top (sleeveless compression + 2 long sleeves, and a half zip fleece. Can add a fleece vest under the half zip for further warmth. Once you are moving, you can easily shed a layer or two. Then I wear a thin fleece hat. I sometimes wear a muff that has a clip waistband like this, to periodically warm up my hands. I think I got one for $10 or less somewhere.

If the temperatures drop into the 20s, I will add a balaclava, a thicker hat, and heavier tights under my windpants. As well as gloves.
For the sideline, dress MUCH warmer. Winter coat, thick hat, mittens, neck warmer, umbrella as needed. I got some big windproof golf mittens that look like oven mitts and slide easily on and off, so there is no wrestling with them.
