I wanted to do something like this, but the unfortunate reality is that too few things support keyboard/controller inputs for navigating their interface. Netflix, both the app and the site, is an example of one that simply requires a mouse input. The tile menu used to be this way too, but that may no longer be the case.
I get by by staying within Kodi as much as I can get away with it, because it has great support for almost any peripheral. I use the Logitech Harmony Smart Control with Smartphone App and Simple Remote and it suits my needs perfectly - but there are likely less expensive alternative ones available. This has the convenience of Bluetooth control and of course the fact that it's a universal remote that can handle all the devices in your system. And I've successfully configured the red button to act as Alt-F4 when pressed down for ~1 second (and blue to open Kodi, green to toggle full screen).
For things that require mouse navigation, I use my Steam Controller, but I used to use my xbox controller with XPadder, a utility that allows you to create custom control sets for any program including emulated mouse control for things like Netflix. However, the Steam Controller is a substantial upgrade in that department due to its trackpads, gyro control, and direct Steam integration.
Feel free to ask any other questions; I've been molding my gaming PC into the ultimate HTPC for the past three years, so I've been through a lot of trial and error!
