I am no expert on drones either (yet). But that sounds like a lot of featitures for a small drone. Maybe you should consider brosing amazon looking for a similar drone which fits your needs better. I hope this helped. I'd like to tell which is the exact thing you are looking for but I don't know, and this is the kind of thing that mayme you should look for your self insted of asking others to do it for you. I got a HolyStone HS170 Predator to practice on before receiving my Mavic Pro. A fun and tough little drone that definitely helped my piloting skills and helped my confidence before my first Mavic flight.

The simple answer is yes, the items mentioned and cost is pretty good for a DIY Drone with a good camera. However i would recommend starting with something cheaper for your first DIY. Between controlling the device and compatibility issues with parts and dont forget any mistakes leads to re-purchasing parts. Below are a few recommendation for starter drones.
