It's a heavy-duty wall timer but it's pretty much impossible to say what it might be controlling. The little steel wedges are the on/off times so maybe pay attention when those hit the little arrow at the top?

If you look at the questions and reviews in that Amazon link here are some possibilities: Whole-house exhaust fan, hot water circulator, bathroom fan, outside lights, etc.

Also lots of reviews complaining of the noise it makes.

It's a timer. The metal tabs are movable and determine on/off cycle of a fan, or something like that. But, usually household vent.
