Found it! Evita Beauty Whip Foam Reviews were poor-doesn't remove make up- and it's out of stock.
It IS on Amazon, but the novelty of having a rose shaped bit of foamy hand soap for 2 seconds before washing my hands just isn't worth 30 dollars to me.
I bought one of these in 2016. You have to push very gently or risk having a giant long blob of soap pop out. It's called the Evita Rose Foam Whip by Kanebo, available at any drugstore in Japan for about 1200 yen. Smells lovely, very dense foam. I didn't like it on the face much. Hm, I bet it would make a great shaving soap. Maybe I'll grab another one.
