Just had it work, here's how I did it:

• Go to www.Amazon.com
  
  
• Create an account, sign in

• Hit the yellow 'Hit and run FREE" button on the right
  
• If outside of US, hit the 'Change you country setting'
  
• Full Name: Mitch Connor
  
• Address line 1: Type '1 Elm', and a drop down for an address in new York should auto-fill.
  
• Set the Phone No. as: 123456789. Click ok/next/update
  
• Name on Card: Mitch Connor
  
• Card Number: 378282246310005, Exp Date: 01/2017. (Thankyou, /u/Eternalmars)
  
• Click 'Add your Card'
  
• On the right, hit the white 'Link Existing account' button.
  
• Boom, this throws you onto the official League site, proceed from here!

On a sidenote, if you're on NA you can get a free starter pack from Amazon.
You can also get Tristana, Alistar and Garen for free. If the Alistar link doesn't work, submit a ticket requesting "Unchained Alistar", it'll automatically be added to your account.

I'm not sure if it's still up but I think you can get a free and legit LoL starter pack at Amazon. It gives you more champions to start with as well as some boosts help the starter's grind to 30
