No. Absolutely not. The standard price for that setup is cheaper new than what they are asking. For instance, right now the g920 with pedals and shifter is $332.91 (give or take a couple bucks) brand new on amazon. Amazon prices fluctuate regularly throughout the day though so it's hard to predict what it be later but in the same ballpark for sure.

No shifter but has the paddles on the wheel, if you need a shifter the Amazon bundle is $329 and comes with it. You don't get a discount for buying the shifter bundle so can always buy it later if it goes on sale.

[Logitech G920] (https://www.amazon.com/Logitech-Dual-Motor-Feedback-Driving-Responsive/dp/B016LI8SCG?th=1) - Best setup I could find for under $500+. I really like it. Solid quality, holds up to (ab)use well.

Rubber Pads - I put these on the wheel and shifter to help hold it to the desk better. I was dealing with sliding without them. I use the flat ones on the underside of the mounts, which press against the top of my desk.

[Half Keyboard] (https://www.amazon.com/gp/product/B07D6NTPWH/ref=oh_aui_detailpage_o01_s00?ie=UTF8&psc=1) - Gives some extra buttons close to your wheel since you'll lose out on some hotkeys.

[Desk Brackets] (https://www.amazon.com/gp/product/B01LYL14WV/ref=oh_aui_detailpage_o00_s00?ie=UTF8&psc=1) - I mounted these to studs in my wall, and on the underside of my desk. I keep my screens wall mounted, and my PC on a platform under my desk. These keep the desk super stable.

G920 bundle, includes the wheel, standard 3 pedal set, and their 6+R H-gate shifter, all for about $308. This fits your criteria near-perfectly.

Thrustmaster TMX Pro package, includes the wheel and T3PA pedals, all for about $270 (currently). Unfortunately, you'd have to buy their shifter separately, which can push the price up to about $400 altogether.

Similarities

Both wheels are not interchangeable, so you can't change the rim itself. Both are fully compatible with Xbox One and PC.

Differences

Because of the TMX's belt/gear hybrid system, its FFB is generally considered considerably smoother than the G29/G920's helical gear system, and the T3PA pedals are better than the Logitech pedals in both size and resolution (accuracy). Not to mention that Thrustmaster's shifter can not only be used as a handbrake in sequential mode, but is a 7+R shifter, which is pretty handy when you're playing games with high-end cars. The best part: if you get this bundle and end up wanting to upgrade to the TX (the TMX's big brother) later on, you could use the shifter and pedals you already have with the TX base.

On the other hand the G920's base an be hard mounted (the TMX can only be clamp mounted), and has a leather-on-metal wheel, compared to the TMX's rubber-on-plastic wheel, if that matters to you.

I am currently debating between two wheel bundles atm.

Logitech G920 Driving Force Racing Wheel + Logitech G Driving Force Shifter Bundle for $328

Or

Thrustmaster TMX Force Feedback racing wheel for Xbox One and WINDOWS for $189

This will be my first sim racing setup so I am wondering what you would recommend.

It's a bit tricky to get a wheel and pedals setup to cooperate well with this game. One of the biggest issues I have with it is that it's only got 180° of wheel rotation. If you're interested in getting setup with a wheel and pedals with VR, you might check out Assetto Corsa, Project CARS 2, Dirt Rally or iRacing. They all have their own learning curve and audience, but my personal choice of setup is the following:

Logitech G920 Racing Wheel with Shifter - $270

This is honestly a bargain in its own right. It was closer to $500 when I bought mine and it was seen as a reasonable price even then.

OpenWheeler Racing Cockpit - $380

I've used this cockpit for over a year now and it's held up well. You can mount a wheel to a desk, but this brings it to a whole new level.

Oculus Rift S - $400

This one is a lot harder to recommend. VR is still in its early stages and I personally own a Rift CV1 (the first consumer version) and love it. My honest recommendation is to get a CV1 used if you're new to it. They go for cheap and I've never had any real complaints, but unless you're ready to pour $1000 into a Valve Index, the Rift S is one of the few other headsets being sold new that actually makes sense.

If you want to ask a whole community and not take my word for it on this stuff, I'd highly recommend /r/simracing. Don't let others' budgets throw you off over there. If you're looking for something entry level, but still a good experience, the setup I mentioned here has served me well in the past couple years.
