Yes, the one you got only has the motion sensor on one end and the other end has to be either a mechanical switch or a maestro switch.

You'd need something smarter for your application and that's the battery operated (10 year battery) Radio Power Savr They have the ceiling mounted motion sensor, wall mount, and corner mount. It uses Lutron's patended Clear Connect signal so it works with any clear connect compatible dimmer or switch whether it's a standalone Maestro RF switch/dimmer, Caseta, Radio Ra2, or higher. In my experience, Caseta dimmers/switches are cheaper, but remember that the Caseta system itself doesn't use motion sensors so if you ever do get the whole system, this will have to remain standalone. Lutron's higher end systems like Radio Ra2 can integrate the motion sensor into the programming too but I digress.

Anyway, for you, get the motion sensor(s), and pair them up with the dimmers/switches, and they'll all work together. Not cheap but it works...I have one in my office right now and the damn thing has been working for years on the same battery.
