Put the mower on a level surface, like a concrete floor, then measure to the bottom of the cutting surface of the blade (the bottom of the angled part). To get accurate measurements, check when the blade is forward/back, and side-to-side to make sure the deck is actually level. Make sure to remove the spark plug wire from the sparkplug when doing this, since turning the lawn mower blade could start the engine up.
