The product is a H7 bulb base with a H9 burner on that base. So, literally a Frankenstein bulb, but better.

The H7 base means it will fit anywhere a H7 bulb is taken.

The H9 burner means it puts out 2100 lumens instead of 1450 lumens like a H7.

The projectors on the 2015 S60 means that glare should be contained by the surfeit of lumens.

Those take 9004 bulbs, which were designed by Ford (unfortunately). Ford loves cost-cutting, and it designed the 9004 bulb to enable long-life and low system cost. The bulb doubles as both a low and a high beam, which isn't inherently bad. But the implementation here is particularly poor, since the 9004 bulb uses twin-transverse filament. The filaments are side-by-side and essentially block each other from "seeing" the entire headlamp reflector. Each filament is limited to about 50% of the headlamp. As a result, Volvo designed absolute units of headlamps--huge ones--to collect as much light as possible from the 9004 bulb. The 9004 bulb is bandied around as an example of what not to do in many lighting consultancy firms.
