It is. But Amazon had a collector's edition deal for 24$ about 2 weeks ago. Which comes with a steam cd key. So might wanna hold back for that deal to pop up again.

Definitely been cheaper elsewhere, this being a good example. Comes with Steam code and some goodies and has also gone as low as $22.
There's also a Collector's Edition of Quantum Break for PC that's the same price at $40 and has all the content on disc and even comes with an making-of book+soundtrack+ more. It is a steam key as well.
