Looks like steel. Wire brush it, hit it with a rust converter product (you can get that particular one at any auto parts store), and spray paint it.

I used spray for both for getting into tight spaces. If I could do it again, I might line-x or monstaliner the underside for toughness though that coating was pretty tough it feels like it would scrape off on stuff but I sold my old 4runner before I could test that out.

Clean it up with a wire brush and paint it with Rustoleum rust converter and then Rustoleum paint.

You can use something like this https://www.amazon.com/Rust-Oleum-Automotive-248658-10-25-Ounce-Reformer/dp/B003HG48AC since it doesn't seem to be more than just surface rust. You might want to use a little sandpaper on it too though. Normally you would just use sandpaper, sand it, clean it and then primer it and then paint. But you can skip pretty much everything by just using rust converter. Basically turns your rust into paint. Chemistry is weird.
