Seems like you just need a converter. There's a really cool SCART to HDMI converter that apparently works really well for SNES games.

There is a fairly cheap rgb scart to hdmi converter that works fairly well. I have one, it's not bad for the price. no mods to the Genesis required you just need to get an rgb scart cable. In theory it should be better tha s-video anyway.

Get a SCART RGB to HDMI converter, it may be a little bit up your price (approx 40/50eur), but you'll love the image quality

There are a couple of options you can do such as using converters to modding the systems.

The most practical would be using a converter which goes from scart to vga/hdmi. A device such as https://www.amazon.co.uk/SCART-HDMI-converter-convert-connect-x/dp/B0092IAA3I, however these tend to upscale the image into HD

Why cant you use component to your TV anyway? That's what i do. Do you simply not have the ports or is it a bigger issue, i am also from Europe and i have these cables on every TV i own.

I have not been able to test with a TV or other setups. I suppose it could be helpful to isolate the issue, but the goal is still to use the console with my capture/PC setup. If I get the chance to test with other setups I'll make sure to report back.
