The truth is I started down this rabbit-hole about 2 years ago, and spent about $150 buying a bunch of different scalers. I researched them for weeks, and each time they looked like terrible, terrible garbage.
I finally broke down and bought a $400 XRGB mini, and it looks phenomenal. I use mine with S-Video cables, and it looks just about as sharp as it does from an emulator. Personally, this is too sharp for me, so I use the built-in scanline generator very lightly, to soften the image.
It looks about 85% as good as a tube TV, and was good enough for me to finally completely remove my 32" CRT from my home.
Even 3D systems like the Saturn and the PS1 look phenominal through the XRGB mini.
I cannot talk positively enough about it.
If, however, you do not care about video quality so much (I was looking for a replacement for my CRT, mind you, not just trying to get it to work with my HDTV) the AV2HDMI is the best, cheap, composite upscaler.

I just purchased a RCA to HDMI adapter. It should be here sometime this week. According to videos and reviews it should work. But we will see.
