I do a lot of dog sitting and one of the best solutions I've seen is anti-slip tape to put at the edge of each step.
There are tons of options, but this one seems to be the cheapest.

Also, a baby gate for when you're not home may come in handy. Just an extra step to make sure your pup stays safe and happy :)

As someone with bunk beds and young kids, I recommend you put some anti-slip grip tape on that ladder. Especially with a 3 year old using it. One of my kids slipped on a smooth ladder like that and smashed his face on a rung, require a midnight trip to the ER and stitches inside his mouth. Lots of blood... it was a horrible night.

Also, make sure the kids can't remove the ladder.
