Usually Snope's is good but this shoddy work here. The the election observer simply said this: "Five of the nine machines being used in the recount have tampered seals."

The seals are cut so clearly they have been tampered with. Anyone looking at the pics can see that.

The labels were not "worn" they were cut in order to get into the machine.
