We used the Surco gutter mounts for the homemade rack. They're expensive but very solid. You can see here the finished product and how we bolted them on.

I am looking into the same thing.
I think the possibility is either to
a) buy a crossbar that is pretty low and mounts into the rain gutters
b) buy some gutter mounts and weld them to the rack itself
Not sure what to do yet, let me know if you find some cheap, low crossbars that mount to the rain gutters!

It sounds like the Gamiviti or the Kargo Master gutter towers are great for Jeep XJ's, but not sure if i am ready to shell out $70 - 120 just to lower my roof rack :)
