One concern: Catenary wire across the road has a lot more pull on it than most people will realize. Follow good engineering practice on both sides for securing it.

It's not difficult for an electrician to install an outlet on the outside of a brick wall, but it is likely to require temporarily creating an access hole through the plaster behind it on the inside. I'd suggest putting the GFCI inside protecting a weather resistant outlet under a weatherproof in use outlet outdoors that is within reach of the window's operable upper pane.
