Hello. I thought this was too good to be true in the morning, when I chanced upon it - and unfortunately, as it turns out, it is. It's just an amp and it needs a Fiio DAP docked for it to be used as a d/a converter. In this case, the cheapest proper component that I can think of with a balanced output is this TEAC, which unfortunately is way above your budget. You could also consider components like the Musical Fidelity V90-HPA if you forego the balanced output requirement.
You don't need a DAC/Amp, you need a nice preamp with a DAC in it.
