It's going to depend on how many students you have in a class and whether you are co-teaching, but I definitely agree with setting routines.
Have a procedure for where they should sit and wait for everyone to be there. Do you need to take attendance? Check for proper outfits/shoes? Do you have enough time for a warm up routine?
I personally follow a sports themed model just to keep myself sane - 2 weeks of soccer themed games, 2 weeks of football themed games, volleyball, basketball, etc., with fun cooperative or holiday/seasonal themed games built in throughout the year.

Also, this book is seriously great and only about $20.
