LURES
2nd vote here for Panther Martins in the small sizes (1/32, 1/16, and 1/8). Get the yellow w/ red spots and black w/ yellow spots for sure in both silver and gold blades. The "rainbow trout" is also a winner. The all silver and all gold are also worth having. I haven't had much luck with the "dressed" ones that have fiber around the hooks, just get the plain-ol classic. (Disclaimer: I own just about every PM made in these sizes)

I would also get Mepps Aglia in sizes 0, 1 and 2 the red and coppers.

I find Yakima Rooster Tails effective, but less so. They also cast like sh!t, IMO.

SEMI-FLY FISHING
Last get some adjustable spin floats and fly and bubble fish with flies. Elk Hair Caddis sizes 12 - 18 are good, as are any Blue Wing Olive (BWO) and other Mayfly imitations.

ROD & REEL
Expensive
Not sure of your budget, but for $100 you can get a really great trout setup would be a Ugly Stix Elite 5' 2 piece and a Pflueger President 4 lb. 100 yd.

Cheaper
Alternately, you can get set up with an 5' Ugly Stick Spinning Combo for about 40% of that cost.
