I used these ones. I think they are harder than the ones you posted. Work great on my hard wood. Slight give but barely noticeable.

As this is for Halloween and not cosplay my answers will tend toward lower cost and easy, instead of a durable costume that will be worn repeatedly or entered into a cosplay contest..
Note the links I provided was for amazon, but with some shopping about you should be able find most of the items cheaply in stores around. If you are in the US, hobby lobby, Michaels, and Walmart have the thinner foam and hobby paint. Thick foam can be found on sale at haborfreight, often for under 10 a pack. Coupons can always help.
I would consider cutting the thin foam into long strips and then painting them for the hair.
thanks for the interesting solution but i went along the same lines as u/alanennis 's suggestion and got this exercise mat. it slides around easily when nothing's on it but won't budge an inch if there's the slightest bit of weight. made of eva foam and supposed to be sound absorbent but i've yet to test this out.
