I’ve found it’s just as easy to plant the seed directly in the soil or placing the jiffy pellet about halfway buried with a humidity dome like this over the pellet and then just buried it the rest of the way a few weeks in. Or what the other guy said will work just fine as well! Good luck!

I have a small citrus tree that survived last winter thanks to a "Frost Blanket". It helps if you plant some stakes that keep it from touching the leaves. Otherwise, anything touching the barrier will likely be damaged on the coldest nights.

Just make sure you wait out the last frosts. It's pretty common that it'll go from winter weather (low 30s/40s and rainy) to what feels like Spring (70s and sunny) seemingly overnight and you'll be tempted to uncover your plants... but inevitably, a few days later, it'll frost again. Have patience and in March/April-ish you'll start persistent sun and warmth until the winter hits again.

I've never tried clear greenhouse plastic, but I'm thinking you're better off with floating row covers. There's fabric specifically designed for it. I'm concerned that clear plastic would cook the herbs with intense heat. You have to use a Plant Cloche or make a homemade humidity dome out of the bottom half of a disposable water bottle with some holes poked in a ring around the base to bring in fresh air and in the top to let heat escape.

It traps the humidity and doesn't allow the plant and soil to dry out.

Polyethylene roll sheeting is your #1 cheapest thing.

You'd have to find a brand of ripstop nylon that specified that it was UV-resistant, because most nylon isn't. Nylon grommets and other types of outdoor plastic fasteners will yellow and become brittle in UV unless they've been UV-stabilized. Nylon ripstop fabric as purchased at Jo-Ann Fabrics ($7.99 a yard) is meant for garden banners, small homemade pup tents, and children's backpacks, not for row covers that will be out in the sun 24/7/365.

It is also opaque to light.

A 100 foot roll of clear 4 ml plastic sheeting is $29.
