You can pick up a practice chanter for fairly cheap, and if you use free online resources like youtube and such the basics should be attainable. From there you can decide if you want to continue on to the full bag and pipes or not with very little investment beyond time.

Not sure on the brand, it came from Amazon, here is a link. I have tried blowing pretty hard with no difference (trumpet player, I can provide a good amount of pressure!)
