No. The headphones have to be unplugged to get sound from the speakers.

Yes. Turn the vanatoos all the way up, use the sys for speaker volume.
Here's what you want to do if you want to be able to hear the speakers without unplugging your headphones:
You'll need two RCA Y splitter cables. The single end of each cable will go into the modi 3's RCA output. The other end of the splitter cable will have one side going to the magni 3 input, the other end to the input on the sys. From there you just use the rca to 3.5mm cable included with the T0s to connect the sys output to the analog input on the T0s.. Amazing speakers btw! I have a set at my desk.
With this setup, you'll be able to use your speakers and headphones at the same time without needing to unplug anything. The sys will control the speaker volume, the magni 3 will control the headphone volume obviously.
You're going to want something like this (full length cable) or this (short splitter lead).
You either need both ends to be male (single plug into the NES, dual plugs into TV/Receiver/Speakers) or the dual end to be female (if you want to connect your own RCA cables to the splitter.)
Check the speakers foam surrounds for rot. If they are bad, replace them with a re-foaming kit or get new or better used speakers. Check with r/vintageaudio.
The receiver may need some Deoxit on the contacts and maybe a capacitor recap and may be worth repairing if it is not working. Check with r/vintageaudio.
Speaker wire: Pure Copper Oxygen Free 16 Gauge Speaker Wire 50 ft, with self adjusting wire strippers and RCA cables.
Once you determine everything is working with a non valuable record, a new stylus if you can find the cartridge number or a new cartridge and you will need to learn how to align it.
