AOC Agon has a 24", 1440p, 144Hz monitor for $250. It's also on Nvidia's "approved" GSync list. I've had mine for over a year now and I honestly don't believe there's a better price to preformance monitor in this range.

Buying a new monitor is such a headache. This is my set up.
Spec is 2080+9900K
2080 is pretty much the same as 2070 super and I used to use 2600 so 3700x is absolute not a problem.
The new monitor is AOC Agon AG241QX 24' paired with a 1080p 22inch Asus I brought in 2017. I normally watch movie or video etc on second screen while playing Civilization 6 on the main. The only small problem I have is that the size/resolution different makes you must drag program starting from the center or else window recognize it as you want to put it in full screen. This is because the area you are dragging from 1440p doesn't exist in 1080p monitor.

PS: 1440p and 27inch is usually a golden pair, but I personally think 27 is too large for me and 24inch is also much cheaper. DO NOT BUY 27inch 1080P, the pixel are so huge and terrible.
You should think about your monitor as a long-term investment that you can keep for multiple GPU/whole-rig upgrades without the monitor starting to become a major limiting factor.
So, with that in mind, I think that investing in a 1440p/144Hz monitor is actually a good idea, so long as you get a good variable refresh rate display, like the Agon AG241QX, which has a 30-144Hz sync range and low frame rate compensation.
Take a look at this review and you'll see that the 1660 ti is more than capable of getting 50+ fps in all but the most demanding titles, and even in the most demanding titles you'll still be covered by the sync range of the monitor (and of course you can turn down settings if you need a higher frame rate).
The point is, there's no point in buying a 1440p/60Hz monitor when you could buy a 1440p/144Hz variable refresh rate monitor, since the variable refresh rate will allow the monitor to act like a 1440p/60Hz monitor in games where you can't go way above 60 fps.
In other words, if you buy a 1440p/144Hz variable refresh rate monitor now, you'll get the same experience now (or honestly a better experience in less demanding games, since you'll be able to hit 100+ fps) as if you were buy a 1440p/60Hz monitor. But later, if you buy a better graphics card, you'll be able to take full advantage of the 144Hz. If you just go with a 60Hz monitor you'll end up needing to upgrade the monitor too and you'll end up spending more money in the long term.
So TL;DR, YES buy a 144Hz monitor, just make sure it's one that supports variable refresh rate.
If you're not too picky with color / panel type, the AOC AG241QX is on sale for $200 right now on Amazon. I had it for a short amount of time before deciding to spend the extra $100 on a Dell S2719DGF but it was a nice monitor for competitive FPS gaming, and if I had to go back to it I wouldn't be upset. Quality is crisp, I didn't see any dead pixels.
EDIT: Forgot to note that the monitor is 24", so if you're setting the monitor pretty far from your face it'll be worth waiting for a sale on a 27" 1440p144

A 980ti is basically the same in terms of performance as a 1070 which is no slouch. You should be completely fine with a 980ti

I just bought this AOC 1440p 144 hz monitor and I absolutely love it, and at this price you really can't beat it. The only downside I have is it's only a TN panel but that doesn't bother me much. It's also just a 24 inch but that's more than enough for my tiny desk.

I would definitely go with 1440p for just gaming. I have a 4k monitor at work at a 1440p one for personal use. I can't really notice a difference with gaming between 1440p and 4k unless you put them side by side doing the same thing. I think 1440p would fit better into your budget and requires far less graphical power to drive. There is a massive difference between 4k and 1440p for viewing lots of text on the screen at once so you if you anything like that it might be worth it. I would also recommend that you take a look at IPS panels and adaptive refresh rate monitors (g-sync for nvidia). IPS is slightly slower (it won't matter unless you play very competitive games) and costs more. However, it will display more colors and will display them more accurately. G-sync allows your graphics card to dynamically set the refresh rate of your monitor which leads to a far better gaming experience, especially when your frame rate is below 120hz. My personal monitor has both of these technologies and they make a big difference.
The monitor you picked out has a 60hz refresh rate, that's fine for casual gaming but I recommend you pick out one with a higher refresh rate before you get one in 4k.

I am dead serious, I recently made the switch from 1080p 60hz to 1440p 144hz and after HOLY SHIT, it’s a massive difference that you notice in the first second. It's only $330 so even even cheaper. Its a TN screen which many people dislike, BUT after a few days with it you learn to ignore it. Incredible build quality and color accuracy on that monitor in my opinion.

1440p? Definitely not My monitor is the absolute cheapest I would reccomend.
Lastly, what games do you play? Unless you are playing super competitve games at a high level, 1440p 60hz would be better than 1080 144hz.

you're an fps main then, therefore, i recommend <BenQ Zowie XL2411P> its the best for fps or samsung if you like Samsung but these are 1080p which i recommend, however.

Should I go with a 1440p 144hz freesync monitor instead?
Should I also try for it to be 24" since I have a 24" 1080p 60hz that I want to use as my secondary monitor in a dual monitor setup, or since the monitors have different resolutions the size just doesn't matter?

Been playing on 144hz both in 1080P and 1440p for the last 3 years on my R9 390. Sometimes I drop to 100 FPS on 1440P but I don't notice it since its SOOOOO SMOOTH! if I game on 1080P it's a constant 144fps but 1440P pushes my R9 390 to it's limit but I get an average 120 FPS on more demanding games. As long as you can get an average frame rate between 90-120 FPS it is still miles ahead of 60FPS. I can never go back to 60 FPS lol.

Even if you don't have an AMD card I HIGHLY reccomend that monitor for its price cannot be beat since you aren't paying for Nvidia's Gsync and you can always upgrade to an AMD card later with Vega just around the corner.

I made a similar upgrade recently and this really stuck out in my research AOC Acgon AG241QX it is 1440p 144hz gsync compatible is only $309 and gets good reviews from my reading on it. Largest downside is the fact that it is only 24’

i need advice picking out a monitor, ive narrowed it down to these two but i dont know which would be better for my pc, this is the pc i have and this is what im looking at:

Technically, with this build your best monitor would be something like an Acer Predator XB271HU, but that depends on the settings you desire, considering you would be trying to run at 144 hz at 1440, which from what other threads have said would be difficult for a 1070. I know in late January nVidia surprised everyone by announcing support for a select few Freesync monitors. I would recommend checking into those.

So it looks like the AOC has better specs and is cheaper, I would go with AOC. Never owned a monitor from either brand but I do hear lots of good things about AOC. I know Asus makes good PC parts but not sure on the monitors.
If you are worried about the 1070 not being able to push 1440p, then just run the monitor or that specific game in 1080p instead. Is this a waste? No, it's future proofing. You can run things at 1080p right now and then down the road sometime when you upgrade that 1070 to something better, you will already have the 1440p monitor to play on.

I just found this 2k 144hz it's in the middle of 1080 and 4k and it's high resolution and cheap. Also aoc is a decent brand

Summary:
Overall, this monitor is solid. Especially at the sale price I got for $230... I freaking love this thing. I'd even recommend buying it for $300 if you see it around that price. Anything above $350, I'd maybe look at other options, but it will cost you *at least* $400 for these same specs, but you may have better quality control (light bleed). Yet, it still hard to really deny this great monitor for the price under $350. This takes me to my pros and cons.

PROS:
- I didn't think 1440p would be that great on a 24" as it seemed it wasn't as necessary as for a 27". But I was very wrong there. The pixel density is actually SUPER nice to have.
- For color and viewing angle, as most TN panels, especially at this refresh rate of 144hz and response rate of 1ms, the color is okay. Obviously a professional graphic designer isn't going to pick a monitor like this because it's not relevant to their needs -- like at all. But for gaming it's great. Especially with some calibration (just Google "AG241QX calibration") and it was a lot better. It's pretty vibrant and the shadows/black parts are dark.
- I actually really like the headphone mount they have too.
- I don't use the switch it comes with, but it could be handy based on your setup or wanting to change calibration on the fly without using the monitor buttons. It is a cool add-on that I could see some people wanting to use.
- They have 2 (I think) USB 3.0 ports as well. This I could see being useful if you want to plug in something quick. All the ports are really accessible. I have my main Windows PC, 2012 Mac Mini, and 2018 Macbook Pro all plugged into this thing running 1440p.
- Fully adjustable. That's it. Great movement. I'd say that it would be nice if it move left to right a little more, but that's just me being really picky. It has pretty good movement and I'd probably never want anything more than what it is but just want to point that out.
- It has speakers? I guess? I don't know. Why do you want this in any monitor? Yet, they're there. Go for it, I guess.

CONS:
- The only downside like others are saying is the light bleed (and it's not even that bad). I'd say there is a gamble, you may or may not have it but I do and it's *really* not that bad. There is a one streak where the LED is shining through in the top right corner, but if the monitor is showing any bit of output from the monitor that isn't just initial black screen, it's unnoticeable. I would disregard other reviews saying "it's unusable" but like I said earlier it could be a gamble. In any case, Amazon is really good with returns and I'm sure you could get it replaced pretty easily.
