Why do you want variable. Because a good variable filter is going to be expensive. Go with 1 or 2 static ND’s that suit each specific scene as the quality will be affected the least. I recommend B+W filters!

At f/4, a 1.8 filter should be good to stay at 1/50th second iso 200 in daylight. You will want a 2.1 filter for f/3.5 and 2.4 filter for f/2. My calculations might be slightly off since I’m typing this quickly.

Edit: I recommend getting a 1.8 (which means 6stop) filter and then getting a couple .3 (1 stop filters) to add on top if you really need that extra depth of field in some scenes. This is because you can always add more ND, but you can’t lower your base filter. Here’s a link: I recommend getting a filter size of your largest lens and then using step up rings for the smaller lens! I know it may seem expensive, but the better glass is a better investment and less worry.
