Boot is harder to get to, especially with a vest and belt on. I personally use a Bianchi Tranzit holster. Basically it replaces one of your vest straps. It's not wicked fast to draw from but it's secure, I carry a glock 26 just fine.

EDIT: You could also IWB carry it behind your belt, if you position it right it isn't too uncomfortable, the most comfortable would probably be pocket carry in a pocket holster but it's not the most secure.
