If you can do without the headset, I'd suggest to pick up the Cooler Master Devastator II. I have it and it's awesome for just ~$24.

Second display: Some old Dell 24" 1080p 60 Hz monitor, dunno which one bought it used years ago.

Mouse and Keyboard: Cooler Master Devastator combo have used this for like five years now, should really get some better ones at some point.

I found a better deal. The PC by itself is 40 bucks cheaper and it has DDR4 ram as opposed to DDR3.
You can also buy the monitor/pc combo for 450 but I would recommend buying the monitor suggested by /u/gummibear049

I would kind of second this... but also have a feeling the OP is completely overestimating what is required (very common for first time builders, I was the same somewhat). If 1080p is the goal, neither and i7 and especially not a GTX 1080 TI are needed... if it is 4K, then a $500-odd monitor is also required.

I did this exact build for the gf a few weeks ago, was testing it out for a bit before I gave it to her on demanding games like GTAV, Witcher, Shadow of Mordor etc and it's really surprisingly good - you can get high settings at 48-52fps on Witcher with it (medium on some processing settings and no Hairworks, though the latter is really just a cherry on top).

It's actually a really bad time for buying mid-range GPUs as miners have wiped out the AMD RX range and I'm not a fan of the 1060 3GB, so it pretty much goes straight from 1050 TI to 1060 6GB with a $100 difference... that said when things improve, an upgrade around the Cyber Monday or Christmas sales is easily doable and could be done for $120-150 net to an RX 480, and soon enough buying a second hand i5 Kaby Lake could be done for maybe $100 net (assuming the G4560 can be sold for $40).

An SSD could be added in future as extra storage is easy to plug and play with (though a bit of a pain realigning the OS into it, it can be done in an afternoon's work).

I went with 1x8GB of RAM so that adding another 8GB in future is also just a simple matter of plug-and-play.

Upgrading both the CPU and GPU would necessitate a new PSU but that can be done for probably $20-30 net (this one is decent and should resell at $15-20 second hand).

If there is no monitor it can be added later and a TV used for now, good ones can be got for $50 on ebay from people upgrading to higher resolutions.

When I built my first PC I used the first version of the Cooler Master Devastator and it was pretty good for the price. I used it for about a year until I decided to upgrade to a Mechanical Keyboard and a better mouse. Looks like they have a Devastator II now and is priced similar. Here's the Amazon link.

Your games are easy to run, I would completely ignore the other people's suggestions and get a build with a 2560x1440p monitor.

Buy a used GPU like this in Calgary or this in Edmonton. Those are both worth ~$100 (standard Kijiji overpricing), and both outperform the 4GB 1050 TI other people were using. The 7970 is actually quite a bit better. Sales like that are common, especially if you're anywhere near those two cities.

In Some games the difference between 3GB and 4GB of VRAM might come into effect, but absolutely not at all for any of the games you listed.

You can then get a fair build with an SSD and 27" 2560x1440p monitor:

My personal build has an i5-4590 and an AMD HD 7950, I actually sidegraded from a GTX 960 to the 7950 and have seen performance increases across the board.

As for mouse/keyboard, I have this and really like it. It has been down to $25 before.

The Razer Deathstalker is, from what I've seen, a pretty decent chiclet keyboard. However, it is a little overpriced for your budget.

Cooler master also has the Devastator II keyboard which as always received raving reviews especially for its price and lack of mechanical switches.

To be quite honest I'm not sure of many great membrane keyboards in your price range that stick out. However, you could go a little more expensive and try and pick up a Topre board. From what I've seen on /r/MechanicalKeyboards it's almost a hybrid switch of sorts. At the end of the day though it's up to your personal preference and budget. I however would personally suggest putting a little more money in on a highly reviewed keyboard that will last me for a while.

the mouse is very decent, and the keyboard is honestly amazing I was wary of the mem-chanical thing but i fucking love this keyboard and use it more than my other mechanicals.

the mouse is nice because it has an on-the-fly dpi button, so i leave it at 1k for gaming, but when im playing rein(or just on the interwebs) i can switch to 3k

This build is The Crusher with an added Blu-Ray drive. As for a keyboard and mouse the Cooler Master Devastator II seems to be a pretty decent bundle.

These are probably the best value peripherals. I've had nothing but trouble with cheap chinese "gaming" stuff. It's really just garbage office hardware with lights on it. If he's younger than like 12 don't bother and just get what you linked. If you're not in the US just look for the same products wherever you shop.

I use a Corsair K70 with Cherry MX Browns. It has RGB but I just set it to one color so it isn't gaudy. Similar story with the Corsair M65 mouse. Has a 'sniper button' that lowers DPI and is pretty good for shooters. Aside from that it's pretty standard mouse buttons.

If you want a cheaper setup though I'd recommend this. I have the previous generation as a backup/tester/take-it-places-and-leave-my-good-stuff-home set. It works pretty well for the price. Decent feel on the "mem-chanical" keys and the mouse had an adjustable DPI button.
