"Android Lost" works pretty well for theft recovery tho I'm not sure how well it might do if the phone is only able to hook via wifi. Probably not at all if they can get into the case & load a new ROM...

Not sure how you're planning to have them function at night with only illuminating in IR, maybe slap those replacement boards on something like this....? - Which, if you tie them to a small 12v battery on a solar charger and stepped to 5v, you could have a relatively cheap solution to long term power..

No clue if any of that rambling does you any good, sounds like a fun project..
