That's crap. Most any front filter that size is just awful in the DSLR world because it's a lot more glass and wasn't custom made to work with the lens you have. Sometimes they are fun to take lo-fi pictures with. Chromatic aberrations everywhere.
A +4 diopter filter can be good to have in your pocket. Not as good as a macro lens but they can make you current lens nearsighted without having to take it of the camera and add an extension tube. They aren't that much glass.
