In general cheap stuff in photography is going to negatively impact your photos, ND filters included. There are a few exceptions tho (i.e. the AF-P Nikon kit 18-55 is pretty good for the money), and ICE ND filters seem to be one of them. Couple years ago there was a slight frenzy at how good they were compared to filters that cost twice the money, and they come in most sizes, stops, and even for square holders.
