I was a little off on my pricing, but it is tied to VIN and limited to a certain number of vehicles. The cheapest option is the "enthusiast" which is only good for 3 or 10 VINs. Price has changed a little though, several years ago when I first ran into this VW fiasco that is the EPB, it was $300 for the base product and I'm pretty sure it was only good for 1 VIN.

The professional is still $900 though, which is still nonsense to expect a tech to buy when it only works on 3% of the cars sold in 2016. Probably well under 3% of cars in my area. There's no Audi, and the VW dealership literally has like 15 new cars on their lot, while our FCA dealership across the street has like 30 Ram 1500s and over 100 new cars total. The Toyota and GM dealerships are just as big (or bigger) in our city.

The old Genisys didn't do it iirc, the one that looked like a space ship. But it stopped getting updates in 2012 or something so that doesn't really even matter. The Encore will, but it's like $2k.

The cheapest thing I've found that will do it is the Launch CRP129. But it's kinda shoddy, updates are a pain in the ass, and it didn't exist for a couple years after the VW EPB came out (Amazon says it launched (lol) in Sept 2014, while some VW had the EPB in 2011 model years (so by the time an affordable tool came out for the aspiring technician, some of those cars were 4 years old already.)
