If you can get to the actual place where the cat urinated, this is the ONLY thing I've ever found that will truly and permanetly get rid of the smell: https://www.amazon.com/Mister-Max-Unscented-Remover-Gallon/dp/B002YQF9IQ/. It includes some some substance that dissolves the odor crystals that cause cat urine to smell (supposedly super non-toxic and "green" as well, but I'd use gloves anyway if you choose to use it).

In this case, I don't think it would be inappropriate to buy a gallon and give it to the owner to keep on hand, but then again, I'm probably a bit more more pushy than most ;) That said, my grandmother's house really smelled like cat urine, so I bought her a gallon about a year ago, and she continues to thank me for it :)
