Don't buy a system that has the FX series CPUs. Too old to do what you want.
This Acer Aspire TC + GTX 1050 would be better. You'll have to add the graphics card yourself but it is very easy. This guy has a video about how to upgrade that particular system. He is showing the newer 7th gen i5 system but the 6th gen one isn't that much slower and costs less so you can afford a GPU. You can also get an RX 460 which costs a little less than the GTX 1050 and almost the same performance.
You can use every port on any video card in any configuration you want. There are some extreme intricacies to utilizing ports properly in regards to DVI and VGA converting. VGA is analog only and DVI-I is digital and analog combo, and DVI-D, HDMI, and DisplayPort are digital only. To send a digital signal to an analog display you need an active converter. To convert digital to digital or analog to analog you can use a cheaper and simpler passive converter.

If it has 4 little pins around the one big pin it is a digital + analog combo port.
So with that info you can pretty much select any card you want in your price range if you leave a little wiggle room to buy the proper converters. A DVI-D to VGA active converter costs about $15 on Amazon, which is the simplest way to reliably connect a modern GPU to an older VGA display. I actually own this exact converter and it's worked great for me for one of my older VGA displays connecting it to an RX 460:

This allows you to populate any DVI port, DVI-I or DVI-D with your VGA display.
As far as what GPU to buy, I would say the GTX 1050 is probably right in your sweet spot for system compatibility, price, and performance:

I put an MSI GTX1050 2GB OC in my budget gaming rig. (PSU doesn't have extra pins) It was worth every bit of the $120 I paid.

A nice middle ground would be to go with this GTX 1050. It has better performance than the RX 460 and will still let you get the SSD.

The card itself is small enough in length to fit in, however I believe that it is a little too thick. Do you know how much space you have in width to fit a GPU inside your case?
Also, I found a cheaper and smaller form of the GTX 1050 that you may want to check out. I'm not sure whether you are in the United States, but here is what I found on Newegg and Amazon for the GTX 1050 that are under $150 USD.

Well, the GT 740 should be pretty much on par with your integrated graphics actually. Nowhere near worth $100, but still, not as weak as you make out. But yeah, it's a piece of shit.
For just over that price you could have got a GTX 1050, which is about 4x faster than the GT 740, and would have been able to play Overwatch on ultra settings @ 1080p.
Question: why not do some research beforehand?
I did a quick amazon search and found the GTX 1050 at 110 to up to 170. Any recommendations for the best bang for my buck? Or will the $110 card work just fine? A few examples below

I don't foresee any problems, the CPU can keep up with it no problem, and your power supply should be able to power it no problem since it doesn't use much power. Due to the crazy GPU prices right now, a 1050 is going for the price of a 1050 ti sadly, at around $150 or more. This is the best price I could find for one. Alternatively you could go with a GT 1030 for a bit less, if money is tight. Either would be an upgrade to the GT 630 and would allow you to play some games.

A quick youtube search of "gtx 1060 vs 1050" reveals all but the quick answer is a 1060 3gb is ~50-60% better than 2gb 1050 and ~20-30% better than a 1050 Ti (some games the gap is wider others it's much smaller). Budget wise if $85 1050 is all you can afford great, but if you have $120 for a 1050 Ti even better.
I don't see the shortage ending in a few weeks because even if AMD is trying keep up with demand you'll have every non-miner eager to grab one to stay ahead of the shortage which in turn will create more demand and thus another shortage. If the $280 RX 580's are even out of stock, that should tell you something. Of course I can be completely wrong, but only time will tell.
Personally if you're strapped for cash the last thing you want is f/gsync monitor especially if your current monitor is as worthless as you italicize. Spending close to $200 on a freesync monitor versus $100 on a 24-27" LED could mean the difference between a better GPU or more/ faster RAM.
I can't test it myself but I can recommend cards you should check out.

First off you did not include the link.
Second, why would you buy a prebuilt? Just by a lower end card, 2nd hand if possible and simply upgrade once the GPU prices stabilize.
