My personal opinion on scopes for AR's is to stick with the 3-gun style variable magnification scopes that feature a low magnification. I feel that this type of scope is most suitable to the AR's intended/effective range. Obviously your shooting style can change things a bit, but the following are scopes I have owned or would like to own that are "budget" scopes.
Having hunted with a PA 4-14, it's a terrible hunting scope. The glass has no coatings for low light, it's heavy as hell, and futzing with the parallax adjustment could cost you a deer. It's a good scope, but only for entry level long range/target shooting.
I have a Nikon Shotgun Hunter 2-7x32, not only is it cheaper ($150 vs $225), but it has better glass, better low light visibility, weighs half as much, and a much more forgiving eyebox. Even if you only mount it during deer season, you will be much happier with a similarly priced hunting optic than a 1-4 or long range focused optic.
I also do not recommend .223/5.56 for deer hunting, unless you plan on CNS shots. Depending on your state, it may even be illegal to hunt with a 22cal or smaller diameter round. Either way, .223/5.56 is considered to be the absolute minimum bore for adequate whitetail deer cartridges. The issue isn't energy or expansion, but sufficient blood trail for tracking.
Edit: Get this scope with these rings and you're set for a total of $166 plus shipping.
I feel like the 2-7 would better suit a woods 10/22. I've been impressed by Nikon glass for a budget scope:

That's good to hear! Amazon has this 2-7 x 32 prostaff for $126 which seemed like a pretty good price as well. http://www.amazon.com/Nikon-ProStaff-Black-Riflescope-Nikoplex/dp/B004MYBKLS/
But from what I see the p300 is pretty similar to the prostaff as far as quality goes, which would put it around $100. the p300 is discontinued. Prostaff is $147 new on Amazon but they often go on sale for as little as $110 new on Amazon, or as low as $90 elsewhere
