If you want to keep your cat inside for safety he'll get used to it again easy enough.

One thing you can do that is much safer for your cat and for the local birds is to built an outdoor cattery. You can buy a pricy one like this https://www.amazon.com/LAZYMOON-Outdoor-Wooden-Outside-Shelter/dp/B0719R118Z Or just buy the lumber and hardware cloth from Home Depot and slap it together.
