You can most definitely put a rear rack with panniers on a fixed gear.
I have no direct experience with front racks (I have this basket on my grocery getter/tailgating bike) but the guides/wikis on /r/bicycletouring or /r/bikecommuting might guide you in the right direction there. I was just curious as to why you were looking to buck the trend of other commuters.
