For dress shoes, there's galoshes - rubber overshoes that shrug off rain, salt, snow etc. Throw them on before going outside, take them off when you get inside. More boot/coverage is better against nastier weather, though they'll probably be less comfortable.
There's a couple of pretty cheap pairs on Amazon. Totes and Tigley both come up as reasonably priced, though somewhat mixed reviews. I have a pair of SWIMS which I like, but the quality is definitely closer to the ~$40 I spent than the marked up retail of $98.
