What about a Hybrid from Amazon? This one looks pretty decent. I wouldn't recommend a hard tail mountain bike, it will be heavy and the shocks on the front make it harder unless u can lock them. Unless you want to do some trail riding too. I ride one of the cheapest entry level road bikes u could get new back in 2006, a Giant OCR 3. I bought it new and it's still going strong. So you could always look for one of those older "entry" level models people are getting rid of. Trek, Specialized, Giant, etc are all good brands with higher quality components.
