Here are a few suggestions.
St Croix Mojo Bass $150 w/$40 line credit - This is a 7'11" rod. My version of this is the discontinued Ross Flystik in 8wt and I like the shorter length as a boat rod so much, I'll probably buy a Mojo Bass as soon as I can make my mind up on the line weight. (How many 8wts is too many?)
Echo Boost $249 w/$75 line credit
Older, used Sage RP $150, used, good condition, no rod tube, probably no warranty - back in the 1980s the Sage RP series, which stood for Reserve Power, had a kind of cult following. By today's standards it would be considered moderate fast, not fast or extra fast. TBH, I am sorta toying with the idea of buying this old rod, but I have enough rods and I'll give you first shot at it.
As for a reel and line, I believe the Lamson liquid $130, is the best bang for the buck in terms of a large freshwater reel. You would want size 4 for a 9wt. For line on a 9wt for freshwater I'd go with SA Mastery Bass Bug $80.
