I bought a Westcomb Shift LT Hoody a couple months ago (it's a weird name, since it's clearly a jacket not a hoodie) for a cycling tour of northern Japan, and have been very happy with it. It's made from Polartec NeoShell (rather than Gore-Tec or eVent), making it more breathable than any other waterproof breathable fabric on the market that I'm aware of. A friend bought a new Gore-Tec jacket at the same time, and I got more use out of mine because his didn't breath as well (and thus he'd get more wet with the jacket on than without it). I can feel the wind blowing thru my Westcomb jacket, which I couldn't on Gore-Tec jackets I've tried (evidence that air is blowing thru the membrane). I can't speak to the 'BIFL' properties of the garment, having only had it for a couple months, but with proper care (it's a very thin jacket, so I'm afraid of accidentally poking holes in it) I expect it'll last me many years of use.

As for pants, I'm in the market for a pair myself. I bought a reasonably expensive pair 4 years ago, but opted for a DWC (durable waterproof coating) pair rather than an actual waterproof-breathable membrane. DWC is definitely not BIFL, as the coating will wear away/break down after several years of consistent use. I've tried reapplying the DWC with a Nikwax product with only limited success. Thus, my advice is to bite the bullet and get a waterproof-breathable pair, keeping in mind that when cycling your pants are being worn down/abraded much faster than your jacket (i.e., get a pair with some reinforcing in the seat if you can find them).
