It isn't possible to convert a VGA signal to HDMI without an active converter. Here is a model that should work nicely for your use case. $12 with Amazon Prime.

Get something that specifically says it has an active converter built in. Doesn't look like the one you got indicates that. Like this one

You will always have an easier time with both picture quality and stability using a cable vs adapters. Try something like this and I'll bet your problem will be solved: XF TIMES HDMI to VGA Gold Plated Active Video Adapter cable 1080P HDMI Digital to VGA Analog Converter cable (6 Feet/ 1.8 Meters) https://www.amazon.com/dp/B01LAYVT0O/ref=cm_sw_r_cp_api_SjvpybXY784E1

So from those pictures, it looks like you have the blue VGA and white DVI on your monitor, and the single hdmi on your laptop

First, you would need something like this connected to the laptop

Then you would need both of these connected from the splitter to the two ports on the monitor

I cannot guarantee that this will all work tho

Edit: I totally didn't just say you should hook up the same display twice. Are the first two pictures of different monitors or the same one?

I found a VGA adapter that should plug in to your monitor and GPU. I recommend a monitor update though, since that cord will limit how much you get from your GPU. But it should work!

I would suggest you get the Acer Aspire Desktop TC-780-AMZKi5 and a HDMI to VGA cable to go low budget

The T430s would be a decent choice for him. If you do get one, my recommendation is to swap the HDD it was shipped with in favor of an SSD. You'll notice the difference. As far as RAM, the max supported amount is 16GB (I doubt your son will need that much RAM, but in conjunction w/ the SSD this machine will FLY). Swapping out each of these is incredibly easy. The processor, however, is soldered to the board and can't be swapped (unless you have access to a BGA rework station).

While it does not come w/ an HDMI port, it is equipped with a mini DisplayPort and standard VGA, both of which can be converted to HDMI using an adapter.

IMO these are damn good machines for how cheap they are.

I have one of these, it works great.

You need to make sure that whatever you get it is a digital to analogue converter. You can find them with DVI, HDMI, or Displayport connectors.

As for question two, no it doesn't matter. Use whatever is most convenient. I would recommend going with HDMI or Displayport as those standards will likely outlast DVI, but the timeframe on obsolescence for display connectors is long enough that it doesn't really matter. It will be a while yet before we start seeing GPU's released without DVI.
